Capacity Team
The Capacity Team meetings provide a forum to discuss the requirements of the HRSD’s Sanitary Sewer Overflow (SSO) Consent Decree, which requires extensive coordination with localities.

Coastal Resiliency Committee
The Coastal Resiliency Committee develops recommendations related to flooding and sea level rise adaptation and mitigation; advocates for state and federal government support and action on coastal resilience topics; and serves as the primary regional contact for collaboration with federal agencies and academic institutions.

Coastal Resiliency Working Group
The Coastal Resiliency Working Group addresses technical aspects related to recurrent flooding and sea level rise adaptation and mitigation.

Directors of Utilities Committee
The Directors of Utilities Committee addresses technical and administrative issues associated with the planning and operation of the region’s water supply and wastewater systems, as well as a broad range of other water resource management issues.

Joint Land Use Study Technical Committee
The JLUS Technical Committee facilitates cooperative planning efforts conducted as joint ventures between military installations, surrounding jurisdictions, state and federal agencies, and other stakeholders to address compatibility issues around military bases and identify strategies and activities that can be collaboratively advanced between the community and the military.

Potomac Aquifer Recharge Oversight Committee (PAROC)
The Potomac Aquifer Recharge Oversight Committee meets quarterly and consists of a 10-member advisory panel that independently monitors HRSD’s SWIFT (Sustainable Water Initiative for Tomorrow) Project.

Regional Construction Standards Committee
The Regional Construction Standards represent a collaborative effort of the seventeen HRPDC member jurisdictions, the HRSD, and the Hampton Roads Utility and Heavy Contractors Association (HRUHCA) to develop uniform construction standards for improvements in public rights of way.

Regional Environmental Committee
The Committee addresses environmental topics of regional concern, such as land use, water quality, environmental education, coastal planning, and more. Local Public Works, Engineering, and Planning staff participate, along with representatives from state and federal agencies, nonprofit groups, and engineering consultants.

Regional Stormwater Management Workgroup
The Regional Stormwater Workgroup supports local implementation of the state stormwater and erosion control regulations and Virginia Pollutant Discharge Elimination System Permits, including Construction General and Municipal Separate Storm Sewer System (MS4) permits. Local Public Works, Engineering, and Planning staff participate.

Regional Chesapeake Bay Preservation Area (CBPA) Workgroup
The CBPA Workgroup supports the implementation of local programs related to the Bay Act.
