In the context of Hampton Roads, the importance of equity in planning cannot be overstated. Historically, this region has borne witness to the profound impact of inequitable policies and urban planning decisions, which have disproportionately affected marginalized communities. From discriminatory housing practices to unequal access to resources and infrastructure, the legacy of inequity continues to reverberate. Recognizing this history underscores the imperative for inclusive and equitable planning strategies that prioritize fairness, justice, and opportunity for all residents. By centering equity in our planning processes, we acknowledge past injustices and strive to create a more just and sustainable future for Hampton Roads—one where every individual and community has the opportunity to thrive.

How to Get Involved
There are many ways to get involved and provide input into the decision-making process - including attending HRPDC and Advisory Committee meetings, receiving newsletters and notices through our mailing list or email list, responding to surveys, and participating in workshops and special events held throughout the year by the HRPDC and its planning partners.

Public Participation Plan

Environmental Justice (EJ) is “the fair treatment and meaningful involvement of all people regardless of race, color, sex, national origin, or income with respect to the development, implementation, and enforcement of federal laws, regulations, and policies. In the words of Bunyan Bryant, “Environmental justice is served when people can realize their highest potential.”
HRPDC fully complies with Title VI of the Civil Rights Act of 1964 and related statutes and regulations in all programs and activities. Publications and other public documents can be made available in alternative languages or formats.
