HRTPO staff regularly highlights a project that is currently being implemented in the Hampton Roads Region. The City of Norfolk has recently begun construction on its Granby Street Bike Lanes Project.
The aim of this project is to install bike lanes along Granby Street from Admiral Taussig Boulevard, just south of the 564 overpass, down to Willow Wood Drive. One vehicle lane in each direction will be repurposed as a bike lane.
Companion projects identified during the planning process include the installation of Rectangular Rapid Flashing Beacons (RRFBs) and Pedestrian Hybrid Beacons. The RRFBs will be placed at the following intersections along Granby Street: Dumont Avenue, Elvin Road, Fife Street, Oxford Street, and Talbot Hall Road.
During the project development phase, there were three rounds of public outreach. The first consisted of a virtual workshop and an online survey beginning in March of 2021. The second round of public outreach consisted of a virtual workshop tailored to public input on traffic study results and design concepts. The final round of public outreach consisted of an in-person open house to discuss the proposed bike lanes with the public.
Construction began on September 8, 2025, with current construction activities including striping in southbound and northbound directions. The project is funded through the SMARTSCALE Program ($822,000), and Local Funding ($1,594,000) and has a total project cost of $ 2,655,170 with an expected completion date of July 2026.
