The Hampton Roads Planning District Commission (HRPDC) is in the process of developing a strategic plan for the Hampton Roads region. The Code of Virginia requires planning districts to develop plans to promote high quality and well-reasoned approaches to transportation, housing, economic development, environmental management, and related issues. Goals for Hampton Roads Horizon include improving quality of life for our residents and enhancing the region’s long-term competitiveness.
We are in the first phase of plan development, and we will be holding two workshops in February of 2026 to engage stakeholders on ranking regional priorities. Your participation in this process is important—this is a key opportunity to help shape how the region addresses its most pressing cross-jurisdictional issues. Each workshop is limited to 42 participants. The February 20, 2026 workshop in Chesapeake, VA is currently accepting waitlist applicants, should additional spots become available.
To ensure that all pertinent sectors are represented, we may select a subset of applicants to participate in the workshops.
